I would like to send my parents aged 70 and 64 on a visit to Kathmandu. When is the best time to do this? How is the situation in Kathmandu for a tourist visit given all the political and social unrest?

Generally, October to May are good times for travelers in Kathmandu. However, December, January and February might be a bit cold season for the elderly from the south of India.
June to September is wet but since you are not going on a trek, it is not that bad either. Expect a lot of rainfall during this season.
The travelers to Kathmandu have been enjoying peaceful time since the elections. I think there will not be much problem for the travelers apart from the some that might arise due to the fuel crisis. As the Maoists are expected to lead the next government, it is expected that the situation will not deteriorate for a foreseeable future.

Do you suggest we do a conducted tour[ any recommendations] or can we book the journey tickets, accommodation based on recommendation on the net and take a local tour? Other than the famous temples and treks what are the other attractions. How is the local food. We are vegetarians.
I think you could book your tickets and hotels if you can spare some time to do that. It might be a bit cheaper. Else, you could assign that responsibilities to a travel agency and they will take care of that.
Apart from trekking and the temples, you could also consider about mountain flight and show your parents and other family members the Everest range from a close distance. Most of the domestic airlines provide this service. You could also consider golfing in one of the golfing courses provided in the link.

You could also view the beautiful sunrise from hotels in Nagarkot, about 20 km away from Kathmandu or Dhulikhel, about 30 km away from Kathmandu.
The local food is quite good. You could consider vegetarian momos, steamed dumplings. You will find vegetarian food in almost all the restaurants. There are many restaurants offering Indian dishes as well.
I was grateful that I had a guide, even though I consider myself an intrepid traveller. I spent a few days in Kat, and a few in Pokhara.
The guide made the process smooth, helped direct me to things I%26#39;d not otherwise seen or known about, and provided intriguing insight into the area and culture. The guide was also very reasonably priced, an excellent value. I%26#39;d recommend this approach to others, and will hire a guide when I return next April.
I concur with AA Jetman in all his thoughts - especially if you are in the country for a short period of time as we were on two different trips. You can waste a lot of time otherwise.
